The 1943 Abercrombie Plan for a London open space system
Open space should be co-ordinated into a park system to provide 'an easy flow of open space from garden to park, from park to parkway, from parkway to green wedge and from green wedge to Green Belt.
The areas of required new open space are based on the population figures, after decentralization to a net density of 136 persons per acre, in those areas concerned, and elsewhere on an estimated 1945 population, allowing for a continuation of the decreases or increases in population which have taken place over the last twenty years.
Of the 2,612 acres of private open space suitable for public use in the County, a considerable proportion is surplus to the standard of 4 acres per 1,000 inhabitants in the districts where it is located.

Open spaces are often referred to as "outdoor youth centres", and the spring and summer in particular have very high levels of use by young people meeting on the sites in one of the few areas where they are not then perceived as a nuisance by residents.

Parks management, on the other hand, is about spending up to about 80 per cent of the total funding on parks in what is about 90 per cent of the park's life.
Park managers look after a whole range of these—urban and country parks, commons, housing estate land, playgrounds, urban woodlands, cemeteries, a whole range of different areas—and often they are hard to define.
But at the end of the day, the model of the British park was a municipal and local government invention and it has been exported to virtually every developed country in the world and many of them are still using it as the key agent of regeneration in their cities.
