The shootings at Kent State in 1970 were never referred to as "riots," except by the right wing types who tried to blame the students for the actions at Kent State.
These official investigations concluded the shootings at Kent State were "unwarranted, inexcusable and unnecessary," and that the self-defense argument by the Guard that their lives were in danger as a reason for shooting the students was "fabricated subsequent to the event."

States like California, having its "hot spots" (apparently Stanford and Berkeley had some student organizations that then-governor Reagan considered "radical" and a potential threat,) spent much money and manpower flying police helicopters over these hot spots to ensure the students stayed in line.
