As stated on the cover of the original sheet music, this piece is a companion to Kerry Kerry Mills Barn Dance (1908).
It is also obviously a companion to Kerry Mills Ragtime Dance (1909).

Kerry Woollen Mills is one of the last surviving traditional woollen mills still manufacturing in the beautiful Kerry countryside.
Established over 300 years ago to alleviate local poverty the mill drew on the adjacent River Gweestin for the power to drive its machinery and the water to wash and dye its wool.
The mill was bought over by the Eadie family in 1904 who had previously been in the woollen manufacturing business for many years in Fermangh and Scotland and continues under the fourth generation of family ownership to this day.

This also isn't either the Terry Teahan barndance, as recorded on 78, that he called "Kerry Mills'" / "The Kerry Mills", nor is it the Kerry Mills composition I also know as "Kerry Mills Barn Dance/Barndance".
My suspicion is that the name, 'Kerry Mills', moved over to some tunes not actually of his composition but similar and used for the same dance or dances.

Kerry Mills (1869 - 1948) was an American composer of popular music during the Tin Pan Alley era.
Mills moved to New York City in 1895 where he started a music publishing firm, F. A Mills, from which he published his own music.
Mills adapted the melody from Schumann's Merry Peasant and perhaps his greatest hit, Meet Me In St. Louis, Louis which was originally written in 1904 with words by Andrew B. Sterling and was revived in the 1944 movie, Meet Me In St. Louis starring Judy Garland.

Whistling Rufus is an early rag/cakewalk by Kerry Mills, which was copyrighted in 1899.
Other Mills tunes include At a Georgia Camp Meeting (one of my favorites -- I bet a few MMD'ers remember the Encore banjo roll of this tune on one of the Paul Eakins compilation records), Impecunious Davis, Happy Days in Dixie, That Fascinating Ragtime Glide, and Kerry Mills Ragtime Dance.

At age 23 (in 1892), he was head of the Violin Department in the Univ. of Michigan's Music School.
