In an attempt to gauge the extent to which this is the case, Keston News Service recently questioned a variety of religious representatives in the two Volga republics of Tatarstan and Mari-El about their experiences in the fields of state education and prison ministry.
Kutasova told Keston that, while the history of Mari culture, which has close links with paganism, is already taught in the republic's schools, local pagan priests, or karts, do not have access to pupils.
In the autumn of 2001 and the spring of this year, she reported, the local education minister had invited her and a local mullah to deliver a series of lectures on the religious elements of culture to secondary school teachers of ninth-grade pupils in one district of Kazan.

Keston's recent experience suggests that these local officials are often not well-informed about the details of the recent law, do not have systematically pro-freedom or anti-freedom views of their own on the subject, and can fairly easily be influenced by whoever manages to get their attention.
Keston asked why such statements appear only in the informal Sebentsov commentary and not in the formal regulations; Kudryavtsev answered that the regulations had had to go through an approval process under which other officials would have objected if the text had included any points not specifically stated in the law.

Speaking to Keston from Chelyabinsk on 21 October, however, Archbishop Iov maintained that construction of the church had been stalled for two years since no one was prepared to finance it.
Contacted by Keston on 18 October, head of Chelyabinsk regional department for the affairs of national, religious and social organisations, Asiya Khamzina, said that she had heard nothing about the case in Khomutinino.

Keston is a suburb of London (UK) at the intersection of the borders of London, Kent and Surrey and located about midway between Bromley and Biggin Hill.
The windmill that was first used as the company logo (left) still stands on the edge of Keston Common overlooking the Vale of Keston and the painting from which that logo was taken is a water colour painted by Marjorie Cradduck in 1973.
The "mark" or cross is presumed to have indicated the boundary between the people of Bromley and the people of Keston; it may well have existed as a division between two tribes for centuries before that.

Levan Ramishvili of the Tbilisi-based NGO the Liberty Institute told Keston by telephone on 2 April that many human rights activists regard the model of a constitutional agreement as more appropriate, as the adoption of a special law on freedom of conscience might repeat the Russian situation and lead to a law with discriminatory provisions.

Both parliamentary and unofficial sources in Minsk told Keston that the revised religion law was adopted in the Council of the Republic with 46 votes in favour, 2 against and 4 abstentions, unchanged from the text adopted by the lower house of parliament on 27 June (see KNS 1 July 2002).
Larysa Androsik, a Greek Catholic laywoman from Minsk, told Keston the new law would create “very many difficulties” for her church, which has only 14 registered communities and has faced official obstruction in Pinsk and Slonim and elsewhere to attempts to register local parishes.
Article 3 of provision appended to the bill specifies that within two years of the official publication of the law, the Council of Ministers is to “take the necessary measures for the state re-registration of religious organisations whose statutes were registered before the entry into force of the present law”.
