As I recall, The Sonic's owners at the time, Ackerman, specifically wanted the Key Arena done exactly like it was in order to prevent an NHL team from coming to Seattle.
If they had built a new arena from ground up in 1994 then they would most likely have built one that could have accommodated hockey and then the NHL could have come to town and drawn fans away from the Sonics.
They got the exact arena that they wanted back in 1994 and as I recall, the tax payers kicked in a pretty good share.
