Key System - Wikipedia, the free encyclopedia
The Key System (or Key Route) was a privately owned company which provided mass transit in the cities of Oakland, Berkeley, Emeryville, Piedmont, San Leandro, Richmond, Albany and El Cerrito in the eastern San Francisco Bay Area from 1903 until 1960 when the system was sold to a newly formed public agency, AC Transit.
The system was a consolidation of several smaller streetcar lines assembled in the late 1890s and early 1900s by Francis Marion "Borax" Smith, an entrepreneur who made a fortune in his namesake mineral, and then turned to real estate and electric traction.
The Key System's famed commuter train system was dismantled in 1958 after many years of declining ridership as well as the effort by National City Lines, a General Motors affiliate which had bought up the system in the late 1940s to petition the public utility board to abandon the last rail lines.

The Commuter Rail Feasibility Study moves the Dane County community closer to the point of conducting this MIS type of study that will compare alternatives and provide the type of information needed to make a decision about the types of technologies it will choose to meet the long-range transit needs of the region.
One of the important objectives of the Commuter Rail Study is to determine if Dane County falls in the range of cost-effectiveness needed for a determination of feasibility and thus be eligible for Federal transit capital funds.
You may want to indicate or recommend that the issue of governance for a commuter rail system be addressed in the next phase of study and how it relates to other modes of travel and land use.

MTC -- Planning -- Bay Bridge
This would be a modern version of the Key System, characterized by operation from the Transbay Terminal, where space would be shared with transbay buses on the bus deck, over the Bridge to the East Bay where service would divide into three routes, providing frequent all-day service.
Rail placed alongside either of the existing spans, outside of the envelope of the current structure is not compatible with an underground terminal.
Moving rails to the outside of the decks would provide the needed flexibility, allowing for new tunnel bores to be constructed without impacting current traffic operations.

Rapid rail is distinguished from inter-city or commuter rail systems.
