Guru Gobind Singhji did not explicitly mention Khalistan anywhere because the message he and the other sikh gurus tried to convey to the people transcends man made boundries.
Sajjan Singhji if Khalistan is the reaction to the oppression faced by the sikhs under Indian rule, then I would think that guruji would support its creation.
But from speaking with the many Khalistani friends, it seems to me that most want a Khalistan where sikhs can live without fear of their life, liberty and property being violated and they are free to practice their religion.

Khalistan, literally meaning land of the pure, is the name given to an independent territorially defined sovereign Sikh state.

No one in Khalistan will die out of hunger because if Punjab can provide food for 90% of the Indian population then it surely can provide food for everyone in Khalistan because the population in Khalistan will be a lot less than Indian population.
Khalistan will be a neutral country and will be a buffer state between the two countries.
