The republic’s first constitution was endorsed in August 1991 and Gen Khamtay Siphandon, former vice premier and defence minister, became the new premier.
Khamtay Siphandon was unanimously re-elected as party chairman by the PPPL at its sixth congress in March 1996.
The 99-member National Assembly, elected in December 1997 and dominated by the PPPL, elected the outgoing prime minister and party chairman, Khamtay Siphandon, to succeed the 84-year-old Nouhak Phoumsavan as president.

In 1998, when 81-year-old Nouhak Phoumsavan resigned from the party leader's post and the presidency, the LPRP Politburo elevated Gen. Khamtay Siphandon from prime minister to president, whereupon the decision was confirmed by the LPRP-controlled legislature.
Siphandon was reelected by the National Assembly on 24 February 2002.

VIENTIANE — Lao President Khamtay Siphandon has thanked Vietnamese volunteer soldiers and experts for their help in the country’s struggle for independence.
President Khamtay, who is also chairman of the Lao Party Central Committee, sent a congratulatory message to the Association of Veteran Vietnamese Volunteer Soldiers and Experts who had fought and worked in Laos, on the occasion of the association’s 55th anniversary (October 30,1949).
He also extended his warm greetings and deep gratitude to the families of the Vietnamese voluntary soldiers and experts who were killed or wounded in the war in Laos.

Upon his death a year later, Prime Minister Khamtay Sifandon assumed interim presidency of the country and the PPRL.
In February 1998, the National Assembly elected Prime Minister Siphandon as the new President.
