What is a Khariji and Who are the Khawarij?
Khawarij: the group that expels people from the fold of Islam upon innovated principles and revolts against the rulers, causing much turmoil throughout the land
The original Khawarij were the descendents of a man named Dhul-Khuwaysarah, as prophesied by the Messenger of Allah (may Allah raise his rank and grant him peace).
Regarding the Khawarij, Shaykh Saalih al-Fawzaan, one of the great Salafi scholars of this time, said: "So having enthusiasm and an over-protective love for the religion is not sufficient.

Development Of Secterianism In Islam-Part One
Khawarij's views on the political dispute between Ali and Mu'awiya, based on their "theological" doctrine that the only judgement belong to Allah (la hukma illa li-llah) was a result of a particular "understanding" and a partucular "methodology" of interpretation of Qur'anic indicants of concepts of belief (iman) and disbeleif(kurf).
Khawarij's concept of belief, according to Izutzu, was framed with reference to the "ideal Muslim community of true beleivers in contrast to individual subject of belief.
From the above it can also be concluded that the Khawarij 's doctrine of belief/ disbeleif evolveded out of the political realities on the ground as present in early Muslim community and where not a systematic, critical reflections on the nature and purpose of Qur'anic message and its embodiement by the Prophet.

The chain of their so-called knowledge, and their false love of religion traces back to a dajjal who went by the name of Muhammad bin Abdul-Wahhab, who was a man sponsered, educated, paid, and helped by the British to eradicate the Uthmani (a.k.a.
His Islamic "knowledge", as well as "aqeeda," was derived from the Mu'tazila and Khawarij sect, while he claimed to be a Hanbali in Fiqh, but his thinking, ideology, and belief was such that only he alone was Muslim, and everyone else was a mushrik (polytheist).

 Chapter 19
In the history of the Khawarij, we find completely altruistic men who have few equals in the history of mankind, and their altruism and self-sacrifice was the life of their bravery and their power.
Forgetting, for the moment, the Khawarij, who, with All their drawbacks, were endowed with the virtues of bravery and self-sacrifice, another group came into existence from this pietistic trend who did not have these virtues.
The non-heroic Khawarij, that is, the cowardly sanctimonious ones, put their steel swords on one side, dispensing with "bidding to good and forbidding evil" as far as those in power were concerned, who were a danger to them, and then fell upon the learned with the sword of words.

The areas in which the Khawarij are to be found in the most considerable numbers are: Mesopotamia, 'Uman, Mawsil, Hadramawt, and the provincial districts inhabited mainly by the Arabs.

And what this person has mentioned about informing others about sins and the various evil connections that sinful people have, then it can be considered plausible, not absolutely the case (as this caller has portrayed) that it is due to istihlaal (declaring the sin to be lawful as a matter of belief).
And this is the methodology of the Khawarij and the Mu’tazilah.

The Khawarij (from Islam) --  Britannica Concise Encyclopedia - The online encyclopedia you can trust!
The basic doctrine of the Khawarij was that a person or a group who committed a grave error or sin and did not sincerely repent ceased to be Muslim.
Because the Khawarij believed that the basis of rule was righteous character and piety alone, any Muslim, irrespective of race, colour, and sex, could, in their view, become ruler—provided he or she satisfied the conditions of piety.
This was in contrast to the claims of the Shi'ah (the party of Muhammad's son-in-law, 'Ali) that the ruler must belong to the family of the Prophet and to the doctrine of the Sunnah (followers of the Prophet's way) that the head of state must belong to the Prophet's tribe, i.e., the Quraysh.

The Khawarij had neither a unified leadership nor a settled doctrine, and was primarily a militant political tendency with an uncompromising attitude.
Although the Khawarij's uncompromising views condemned them to a marginal existence, their impact on the general body of the Muslim community was significant.
The Khawarij accepted the procedures up to the election of the third caliph, but then added that even an elected caliph should be removed if he deviated from his mandate.

Polarization Around the Character of 'Ali ibn Abi Talib
To turn the discussion of Khawarijism and the Khawarij into a discussion about a religious sect is pointless and to no effect, for there is no such religious sect in existence in the world today.
However, a discussion about the Khawarij and the reality of what they did is nevertheless instructive for us and for our society, because, although the Khawarij sect has become extinct, their spirit has not died.
It is certain, as we shall afterwards see, that not all the spiritual elements which had an effect on the personality of the Khawarij and the formation of their way of thinking were such as to be subject to the pressure and rule of 'Ali's force of repulsion.

Khaled Abou El Fadl: Islam and the Challenge of Democracy
Notably, the Khawarij’s rallying cry of “dominion belongs to God” or “the Qur’an is the judge” (la hukma illa li’llah or al-hukmu li’l-Qur’an) is nearly identical to the slogans invoked by contemporary fundamentalist groups.
But considering the historical context, the Khawarij’s sloganeering was initially a call for the symbolism of legality and the supremacy of law that descended into an unequivocal radicalized demand for fixed lines of demarcation between what is lawful and unlawful.
Ironically, Shi ‘i and Sunni fundamentalist groups detest the Khawarij and consider them heretics, but this is not because these modern groups disagree with the Khawarij’s political slogans, but because the Khawarij murdered ‘Ali, the cousin of the Prophet.

By this time Abu Muslim (of whom we shall here more shortly) had established himself in the Hashimi ('Abbasid) interest at Merv and Ibn Mu'awiya, learning that he was fighting for the house of Hashim, repaired to the governor of Herat and urged his claims as a scion of that descent.
Next day, the battle renewed, the leader of the Khawarij, by a wild onset on the Imperial centre, placed Merwan in such peril, that he fled for several miles; but returning, he found the wings holding firm, and the enemy completely routed.

Polarization Around the Character of 'Ali ibn Abi Talib
The Khawarij, who had brought about this sequence of events, saw the scandal of this arbitration with their own eyes, and realised their mistake.
Since they based their disobedience on a belief and on a religious ideology, they became a sect, and the name came to be used especially for them; and so it was not used for any other people who rose up after them and rebelled against the ruler of their times.
Because of their particular inflexibility, rigidity and fanaticism, they said that bidding to good and forbidding evil is an absolute religious obligation; it has no condition of the possibility of a useful result or the absence of any corrupting influence; one must not sit down and think about it.

The sect developed out of the seventh-century Islamic sect known as the Khawarij, and shares with that group the desire to found a righteous Muslim society and the belief that true Muslims are only to be found in their own sect.
Whereas the Khawarij had labeled all Muslims who committed a grave sin without repentance mushrikun--i.e., unbelievers whose guilt is tantamount to idolatry and merits the capital punishment deserved by all apostates of the faith--Ibadis see such people as kuffar ni‘ma--monotheists who are ungrateful for the blessings God has bestown upon them.
The Khawarij had not made such a distinction, and neither do the Sunni Muslims, who likewise equate kufr with unbelief but, unlike the Khawarij, maintain that a sinning Muslim is still a believer.
