I can't understand how come the author of the website where I've found it attributed it to Khemed (since apparently, there where no hints about it in the album of Les Cigares).
It occurs as a fin flash in 'Koks i Lasten' (Coke en stock) - on the plane that Piotr Schyyh (the Estonian pilot already mentioned under various names) flies.
The flag/fin flash seems to represent Khemed (the country also referred to in Det sorte Guld [Tin Tin au Pays de l'Or Noir]).

In Red sea sharks the customs in Khemed won't let Tintin and Haddock in and say that the have to return to Beirut (Lebanon), so we can assume that they took the plane from there.
In Broken ear Tintin is captured just next to the Nuevo Rico border by Nuevo Rican troops that would drive him to the capital San Facion so he must be in Nuevo Rico when he jumps in the river.
