		Khitomer is a Class M planet in the Klingon Empire, located in the Beta Quadrant near the borders to the Federation and the Romulan Star Empire.
		Khitomer played a vital role in the development of the Klingon-Federation alliance, being the site of the Khitomer Conference and the victim of a Romulan sneak attack on this planet's colony, which, in turn, emphasized the importance of the Klingon-Federation friendship.
		In 2346, on stardate 23859.7, the Klingon colony on Khitomer fell victim to a Romulan attack that became known as the Khitomer Massacre.

		By the way, any lingering worries that perhaps the Khitomer outpost and Norindra III (from the legendary "Yesterday's Enterprise") were perhaps one and the same planet (a thought I'd managed to justify to myself) have now been dispelled.
		Not only do all Federation peoples also refer to Khitomer as Khitomer, but the nearest Federation starship to Khitomer during the attack was the Intrepid-- NOT the Enterprise-C. Let the matter be put to rest.

		So-called Khitomer Accords are written at some point, and may refer to the meetings at Camp Khitomer where the assassins were caught in 2293.
		I must point out that though the Khitomer accords were actually signed in ST:VI, there may have been problems after that period of time, maybe with the implementation of the accords or some rogue splinter groups on both sides of the accord trying to stop the peace process.
		But that means that the 2nd Khitomer Accords probably were in force when the Voyager sailed out - thus making the tricobalt devices aboard her (gasp!) illegal!
