Kibungo is a city in the Eastern Province of Rwanda, and was the capital of the now defunct Kibungo Province.
Kibungo is located about 100km from Kigali, along the main road to Tanzania.
The town is divided into two parts, one on the main road itself, and another along a small spur.

The Nyarubuye massacre is the name given to the killing of an estimated 20,000 civilians on April 15-April 16, 1994 at the Nyarubuye Roman Catholic Church in Kibungo Province, 140 km (60 miles) east of the Rwandan capital Kigali.
On 3 December 2003 a Rwandan court in Rukira, Kibungo found 18 people guilty of genocide crimes.
Gitera Rwamuhizi, a leader of the group responsible for the killings, was sentenced to life imprisonment, and after pleading guilty the sentence was dropped to 25 years.

In Kibungo Prefecture, 2243 returnees are in detention, while 676 are being held in Mutara Prefecture.
According to the Operation, the number of arrests in Kibungo and Mutara Prefectures in the first weeks of the return was significantly higher than that recorded during the return to the northern prefectures of refugees from camps in Zaire in mid-November, when after two weeks only 162 returnees were being held in detention.
The operation is concerned, however, over several aspects of the proceedings in Kibungo, in particular the lack of respect for the right to a defence as guaranteed by Rwanda's justice system and by the International Covenant on Civil and Political Rights, to which Rwanda is a party.

In Kibungo Prefecture, HRFOR also received reports of difficulties with the implementation of the Government's directive that all occupied houses should be vacated two weeks after the return of the owners.
Security and property problems in Kibungo Prefecture were addressed by the local authorities in a meeting organised by the Prefect of Kibungo on 27 December, when all bourgmestres and conseillers were gathered to discuss proposals and means for resolving problems.

Kibungo Province has been selected as a pilot village to host a UN millennium research village project in Rwanda, a strategy to localize the Millennium Development Goals (MDGs).
The minister said that the research village project will be a convergence of various projects that will help people in the areas hosting the project as an action plan to end poverty through an integrated set of practical and affordable interventions aimed at meeting the MDGs.
The minister explained that the project is yet to begin assessment studies for the suitability of establishing the millennium research village in the area.

 Mission
Kibungo was established as a new diocese in Rwanda in 1993, the year before the genocide.
However, after the genocide large numbers of people began to settle in the northern half of Kibungo diocese; it was decided to split the diocese into two and the new diocese of Gahini was ‘carved’ out of the northern half of Kibungo in 1997.
The diocesan office and Bishop’s house for the original diocese of Kibungo, were situated in the northern part and became the property of Gahini when it was formed.

In this Prefecture of close to 750 000 inhabitants at present, 350 000 people are recent returnees who arrived from DRC and Tanzania in November and December 1996, and an additional 150 000 are "old caseload" returnees who returned after over 30 years in exile since the second half of 1994.
Food aid will generally not be needed any longer in Kibungo, except for a limited number of vulnerable households, which should receive such aid in the form of food for work rather than free distribution.
Their findings suggest, for example, that poor returnee households in Western Byumba will have to purchase 75-80 percent of their food needs in the market during the second half of this year; that would be about the same as in the case of poor households which stayed (70-80 percent).

Though massive in scale, particularly in the first days, the return was initially marked by relatively few incidents and returnees were generally well received in their home communes.
On 23 December, for example, approximately 300 returnees in Rusumo Commune, Kibungo Prefecture, were rounded up by RPA soldiers and members of the local population and forced to attend a meeting in which they were told to confess to crimes committed during the genocide.
Doctors from two international non-governmental organizations based in Kibungo Prefecture carried out post-mortem examinations which confirmed that poisoned food was the cause of death.

Between 14 and 31 December, an estimated 473,000 Rwandan returnees arrived in Kibungo prefecture in south-eastern Rwanda from former refugee camps in Ngara and Karagwe in north-eastern Tanzania.
In December, there were 15 reported killings of returnees: five in Kibungo, three in Kigali Ville, two in Kibuye and one each in Byumba, Cyangugu, Gikongoro, Gitarama and Kigali Rural prefectures.
In another incident, a returnee from Zaire, accused of killing a genocide survivor and three other persons on 11 December, was summarily executed by RPA soldiers on 21 December at a public meeting organized by military officials and civilian authorities in Gikongoro prefecture.

In cen-tral southern Rwanda (Bugesera Region) and in the east of the country (Umutara and Kibungo Provinces), a long dry spell in the second half of November caused the main crop of the season, beans, to wither and in some cases, to dry up.
A threat of food insecurity similar to Nyamata and Gashora Districts is developing in parts of Kibungo and Umutara Provinces, in the pockets of food insecurity that existed in the last six months or so, particularly in Ndego II and Kabare II Sectors of Cyarubare District.
In contrast to what happened in Bugesera, Kibungo and Umutara Province, localized disasters have resulted from heavy rains and winds in other parts of the country, especially in the high altitude areas of Byumba, Gisenyi, Kibuye and Gikongoro Provinces.

Cyarubare District (Kibungo Province) reports that 2,770 households (17% of the population) have temporarily moved out of the district in search of casual labor.
Interviews with the local population and health workers indicate that many families are trying to cope with these adverse conditions by reducing their food consumption, moving to Kibungo and Umutara in search of work, and selling some of their household assets.
In Kibungo Province, the districts most affected by drought are Mirenge and Cyarubare.

The severity of the drought necessitated an emergency intervention and food distributions began in November to the worst affected prefectures of Kibungo, Umutara, Kigali Rural, Butare and (Gitarama.
Elsewhere in the country, although the harvests have been satisfactory and markets are well supplied, the low purchasing power in the post-war economy still results in inadequate food access for large sections of the population.
Areas in Kibungo, Butare and Byumba prefectures are all reporting poor harvests due to erratic rainfall.

The population of this research study is the people of Kibungo Province in southeastern Rwanda who live in Rusomo and Lukira Districts.
The goal of this research study is to gather information regarding the needs of this population, with the hope that it may lead to holistic development in the community served by the Lutheran Church of Rwanda (LCR), which was established by returnees after the war in 1994.
Most of returnees settled in Kibungo Province and wanted to retain their Lutheran heritage.

Wealthy businessmen Etienne Nzabonimana (53) and Samuel Ndashyikirwa (43) are accused of helping extremist Hutu militia massacre some 50,000 Tutsis and moderate Hutus in Kibungo south-west of capital Kigali during the 1994 genocide in which an estimated 800,000 people were killed.
They became prominent in their communities in Kibungo and Kirwa in south-eastern Rwanda.
He managed bars and taxis in Rwanda, and was well-respected in his village Kirwa, about a half-hour drive from Kibungo.
