Having said all of that, I agree with you on some minor moves like Butterfly kick, which I personally have never seen even once in a battle, and do not consider to be a common breakdance move.
It's enough with mention it on the separate articles "This technique is considered a power move." Furthermore, it will also be listed in the List of Breakdance moves as a power move, in the same system as you have proposed.
However, in terms of moves, there's still a distinction between toprocking and uprocking and an even clearer distinction between toprocking and the many other upright street dance styles out there that have their own history and feel, such as popping, locking and krumping.
