Penalty shootouts (officially referred to as kicks from the penalty mark) are sometimes used to decide which team progresses to the next stage of a tournament following a tied result in a game of association football (soccer).
Kicks during a shootout should ''not'' be confused with penalty kicks, which are similar, but are part of normal play during a match and governed by different rules.
Penalty shootouts have received criticisms that they do not provide a fair reflection of who the better side was during the match, and that some other method should be used to either encourage a non-tied result or to resolve a tied game in some other manner.

Penalty kicks can be one of the most dramatic events in a game of football (soccer).
Normal penalty kick Law 14 rules apply (except where modified by the instructions for the taking of kicks from the penalty mark): For example: if during the run up to kick the ball, the player taking the penalty purposefully stops his run, and cheats the goalkeeper into diving the wrong way.

The purpose of this memorandum is to summarize the important elements of the kicks from the penalty mark procedure.
The goalkeeper not defending against a kick from the penalty mark must be positioned at the intersection of the penalty area line and the goal line, behind the assistant referee, until it is his turn to defend.
Kicks will proceed in an initial group of five for each team, unless a point is reached when no further kicks could alter the outcome.

A penalty kick is awarded if any of the direct free kick offences is committed by a player inside his own penalty area, irrespective of the position of the ball, provided it is in play.
A penalty kick is awarded against a team that commits one of the penal offences for which a direct free kick is awarded, inside its own penalty area and while the ball is still in play.
If during a penalty kick the ball reaches the goal and rebounds back into play off the crossbar, goalpost or goalkeeper and it is interfered with by an outside agent (such as a dog), play must be stopped and restarted by a dropped ball taken on the place where the ball was interfered with.

The mechanic is, prior to the Penalty Kick, the AR will hold the flag in the hand closest to the center of the field of play (this would be the left hand if a standard diagonal is being run by the referee).
This arrangement for kicks from the penalty mark is applied at the end of play when one team has fewer players on the field of play than the other because of expulsion or injury and all eligible substitutes have been used.
Referees are reminded that retaking the penalty kick is not automatically a remedy for violating Law 14 (see the chart in Advice to Referees 14.9) and that only violations which are neither doubtful nor trifling require any action by the referee.

NOTE: A penalty kick being the punishment for an infringement which would otherwise be given a direct free kick restart, the kicker is allowed the same latitude in performing this kick as he would be given in performing a free kick restart.
In that situation, the kicks from the mark continue after her departure, but if her turn comes up again and she is not present, there is a major problem and the kicks from the mark cannot continue.
If she was not present to take the 22nd kick, the referee would have to discontinue the kicks from the mark and submit a complete report to the competition authorities.

The team captain is responsible for informing the referee of the name and number of the player(s) who will not take kicks from the penalty mark.
Players who are off the field to correct illegal equipment or to care for bleeding or blood on the uniform are still considered players and may participate in kicks from the penalty mark, provided their return to the field follows the requirements of Law 3 (referee inspection and permission).

Over the last seven years, we have found a few sites and we fought for them.
With tremendous support from Saint Paul Parks and Recreation, Ramsey County, and the State sponsored 'Mighty Kicks' fund, Saint Paul has gained three quality soccer fields.
So far we have not won a tournament soccer facility, but we have gained a great deal of support (Soccer Organizations, Local and State Government Offices, Potential funding organizations).
