"A Sunday at the Pool in Kigali" is a fiction that is based on real life characters and a sequence of events leading to, during and after the massacre in Rwanda in 1994, where an estimated 800,000 people were killed in an manic orgy of bloodleting.

This was referring to his observations he made as he sat by the swimming pool in the Hotel des Mille-Collines in Kigali watching a myriad of western aid workers, the rwandese bourgeoisie, prostitutes, conmen and expatriates mingling in an uncanny harmony.
