Kigoma is the capital of the Western Province of Tanzania and the main transport hub for the region, with the main central railway from Dar es Salaam terminating here, alongside the main port for Lake Tanganyika.
Kigoma took over as the main trading base in the region with the arrival of the railway line from Dar es Salaam via Dodoma and Tabora around 1915.
Kigoma was to be the hub of a huge trading empire in the interior, just as the town of Ujiji 5km to the south had been for the Sultan of Zanzibar in preceding centuries.

 CCR vol.9 no.3 - Refugees, Conflict & Conflict Resolution
In May 1997, the government of Tanzania and UNHCR fielded a joint mission to the Kigoma and Kagera regions for the purpose of assessing the security situation in and around the refugee camps.
As a responsible state and a haven of peace in a turbulent region, Tanzania is particularly keen to demonstrate to all parties that it does control the Burundian refugee situation in a manner compatible with both its international law obligations and its mediating role in the Burundi peace process.
It is the result of a deliberate policy by the government of Tanzania to keep the refugees in the border area, a striking departure from the practice in the 1970's when Tanzania encouraged the settlement of over 100 000 Burundian refugees on agricultural land located much further inland.

 Tanzania News Online (4) - 08/18/97
It said Tanzania strongly believed that fair trials and justice could not be dispensed by a 'military government which abrogated the constitution and is itself an embodiment of illegality and unlawful usurpation of power'.
The United Republic of Tanzania is composed of Zanzibar, an island, and Tanganyika, the mainland.
While the role that the mainland of Tanzania is playing in the network is still under investigation, the Zanzibar government has acknowledged that not only is it a drug conduit but also that a good number of its population is addicted to drugs.

(14) Between 1993 and 1994, the northwestern regions of Tanzania were destabilized by the influx of hundreds of thousands of refugees from Rwanda and Burundi, a number of whom were former militants.
Tanzania did not have to fight a war of independence, which could be an important factor, since there was no arms build-up or militarization of society.
Tanzania's facilitation of this transfer was a violation of the trade embargo which had been enacted against Burundi by Tanzania and other neighbouring states.

Integrated Development of Fishing Villages. Kagera Region, Tanzania
As none, including the regional and district authorities, has so far been able to establish contacts with either the mainland or offshore fishing communities the proposed catalytic and facilitating role for the fisheries programme appears to be essential to improving the social and economic development prospects of these communities.
The Regional Authorities would co-ordinate the fisheries programme activities with interventions expected from other donors and agencies thereby creating a joint programme that treats fishing and farming issues as related parts of the same equation.
The scheme closely follows the same programme first established in Kigoma and operated through the CRDB.
