		Kiliya, Romanian: Chilia, Polish: Kilia; also referred to as Kiliya or Novo Kilia/Kiliya) is a small city in the Odessa Oblast (province) of south-western Ukraine.
		It is the administrative center of the Kiliysky Raion (district), and is located in the Danube Delta, in the Bessarabian historic district of Budjak.

		The territory was incorporated into the Principality of Moldavia in 1392 by Roman I, while previously it has been under Wallachian rule during the reign of Mircea the Elder, a prince from the House of Basarab.
		In 1484, Stephen the Great was forced to surrender the two main fortresses of Chilia (Kiliya) and Cetatea Albă (Bilhorod-Dnistrovs'kyi) to the Ottoman Empire.
		The region was divided into two sanjaks, Kiliya and Akkerman (Bilhorod-Dnistrovs'kyi).

		The population of the Kiliya rayon is 68 500, including a rural population of 32 000 which is mostly settled around the limans (lagoons) to the north of the Danube river and is dependent on highly productive irrigated agriculture.
		The total area of the four rayons of Kiliya, Bolgrad, Izmail and Renis, which include the four largest limans to the north of the Danube, is 470 000 ha; the intention is that 150 000 ha of this area will eventually come under some form of protection, with preparation and implementation of sustainable land-use plans.
		Irrigated area in Kiliya rayon (see para 1.18) totals 50 000 ha and 14 000 ha have been poldered, but irrigation water from the limans is highly mineralized, and the water in Kitaj lake, to the north of Vilkovo, is not suitable for irrigation.
