Andrei Makeyev, a spokesman for ship-owner Ardis, said the Terney's crew was following the recommendations of the Russian transportation and foreign ministries to head for the port pending investigation in the presence of Russian diplomats.
Yevgeny Valkovich, Russia's consul general in the port city of Chongjin about 200km (124 miles) from Kimchaek, said that he, as a foreigner, would not be allowed onto the Terney ship because it was in a restricted zone.
Valkovich said the captain had not agreed to the demands of the North Korean authorities, but added that the ship's owner, the Ardis company, had not yet responded.

Choi told the Chosun Ilbo he left Kimchaek City in North Hamgyeong Province on Dec. 22, arrived at Hyesan on Dec. 24 and crossed the Yalu River the next day.
On Dec. 8 last year, Choi was visited by two strangers, a man and a woman, at his home in Kimchaek, the eighth such visit since 2001 after he had managed in 1998 to send a letter via China to his family in South Korea that he was still alive.
He never stopped thinking about his hometown over the three decades since he was kidnapped, but previously Choi always had to turn such visitors away or report to them to the North Korean State Safety and Security Agency as he was under constant close supervision.

Scientists said the seismic rumble detected near Kimchaek was certainly due to a blast, as the seismic signal of an explosion has a much sharper start than a quake.
But to identify whether the seismic signal was due to a nuclear blast would take more time, reports Nature.

Local border guards later seized the vessel and forced it to dock at the port of Kimchaek, pending talks with Russian officials on the legality of the ship's actions.
The official Korean Central News Agency reported today that Pyongyang had decided to send back the ship in consideration of its relations with Russia.
