Huiwen of Qin - Wikipedia, the free encyclopedia
King Qin Huiwen (秦惠文王) ruled the Chinese state of Qin from 338 BC until 311 BC.
"King Qin Huiwen" (秦惠文王) is his posthumous title or name, conferred by the temple he was associated with, as is customary in Chinese dynastic history.
Nevertheless Huiwen retained Shang Yang's reforms to the structure of the Qin state as he could see the benefits inherent in these — indeed the legalist reforms enacted by Shang Yang probably contributed significantly to Qin's successful conquest of the other Six Kingdoms.

Qin was the most powerful state in China for centuries before it eventually brought all of the seven states together (Qi, Chu, Han, Yan, Zhao, Wei and Qin itself) under the First Emperor (Qin Shi Huangdi, literally the First Emperor - prior to ascending to the imperial throne he was known as Qin Ying Zheng).
Although it did indeed delay the Qin advance, at the same time it failed to overstretch Qin resources and after the so-called Zhengguo Canal's completion in 246 BC, all losses were recouped in addition to a vast surplus.
The king of Qin becomes China's first emperor, and is known as Qin Shi Huang.

Records of the Grand Historian: Qin Dynasty
Qin annexed the lands of the other feudal rulers and created over thirty provinces, putting in order the fords and passes, relying on the steep places and barrier points, and stationing armed men to guard the region.
The Qin ruler, having annexed the lands of all the other feudal lords, faced south and called himself an emperor, proprietor of all within the four seas, and the gentlemen of the empire docilely bowed before the wind of his influence.
Qin put an end to the Warring States period and made itself ruler of the empire, but it did not change its ways or reform its system of government, which shows that the means employed to seize an empire differ from those needed to guard it.

However, this view of the Qin may be biased, as most of the Chinese historical records were written by Confucianism scholars, who were persecuted under the Qin.
Primarily members of the ruling class, the Legalists emphasized that the king as head of state was endowed with the "mystery of authority” (shih), and as such his decisions must always command the respect and obedience of the people.
While there is reason to doubt Sima Qian’s claim that the First Qin Emperor did in fact divide households into groups of ten, certainly the other examples of standardization and administrative organization undertaken by the First Emperor reflect the importance of Legalist thought in Qin law.
