Wood, the Chancellor of the Exchequer in Churchill's wartime Cabinet, was the architect of PAYE, the method whereby the Treasury takes away your hard-earned cash before you have even had a chance to feel aggrieved that it has gone.
Wood came up with the Wage-Earners' Income Tax Bill, which was initially intended to apply only to people paid weekly and not those on salaries.
