The terrain in Greater Kingston area, comprising coastal plains, reclaimed land, river fans, steep slopes and fault escarpments, is subject to multiple seismic, atmospheric, slope instability and, hydrologic hazards.

Kingston wants to approach the successful tenderer for the service with an offer to underwrite the restoration and maintenance of the ferries for a set number of years, if the operator agrees to use them on the harbour run.

The initial British settlement of Jamaica during the latter part of the 17th Century was concentrated on a long sandspit extending across the mouth of Kingston harbour, known as the Palisadoes.
Furthermore, the earthquake and the submarine sediment flows (possibly also including submarine landslides on the steep slopes outside Kingston harbour) generated a series of tsunami waves - at least three waves were recorded - which swept over the sandspit, carrying ships into the town where their remains have subsequently been excavated by archaeologists.
More recently, however, the location of the town at the entrance to Kingston harbour has led to an agreement (1998) to develop Port Royal as a "historical and cultural port of call for cruise ships", through the construction of a pier and tourist centre.

From South Bay Point in Prince Edward's District on the west, to Stoney Point in New York State on the east, the navigation of the Lake is interrupted by numerous islands, shoals, and rocks, which renders the approach to Kingston Harbour dangerous to vessels unacquainted with it.
In making this harbour from any of the western ports of the Lake, steer for the Mid-Channel between the Real and the False Ducks; then alter the course to N. 1/2 E., which will take the vessel through the south channel direct to Kingston Harbour.
