Kingsway tramway subway - Wikipedia, the free encyclopedia
The Kingsway Tramway Subway is a cut-and-cover tunnel in central London that was built by the London County Council.
The first Kingsway subway route to be withdrawn was Route 31 on 1 October 1950 with the remaining two routes, 33 and 35, being withdrawn after service on Saturday 5 April 1952, the last public services being 'specials' shortly after midnight on the Sunday.
In 1953 London Transport used the tramway to store 120 unused buses and coaches in case they were needed for the Coronation but proposals to convert the tramway subway to a car park or a film studio failed and it was leased out as a storage facility from October 1957.

The Kingsway tram subway was opened in 1908 to link the services of North London which passed down Theobalds Road at Holborn to those of South London which passed over Westminster Bridge and onto the new Victoria Embankment.
The original tunnel was built to carry the single deck cars then in use, but in 1930 the tunnel was closed for a period to allow alterations to be made to enable double-deck cars to be used.
When trams were withdrawn in London, the subway remained unused for a period although the southern section was later rebuilt as an underpass for cars between Waterloo Bridge and the Aldwych.

With the increase in use of the car in the late 1940s and 1950s the popularity of the tram system rapidly waned and over small number of years in the 1950s virtually the whole network was disbanded, with the last tram leaving Kingsway tunnel itself on the 5th July 1952.
During this conversion the Aldwych station was lost, however the stretch north of the new ramp to the old exit just north of Holborn remains intact and undisturbed, with the subterranean Holborn station still there today almost as it was the day it closed, just beyond the shut tunnel gates.

Passenger Train Variations - Trams, Streetcars and Light Rail Vehicles.
Section 25 of the 1870 Tramways Act, as originally enacted, requires that the tramrails be laid and maintained in such manner that the uppermost surface of the rail shall be on a level with the surface of the road and although there have been some amendments to this legislation this requirement essentially remains today.
So in the event of a tramway promoter suggesting using APS here in Britain then their enabling legislation would either have to also amend other, existing, tramway legislation or it would have to include special enabling powers, with exemptions, as required.
As an aside, the 1870 Tramways Act made this requirement after a street tramway in London using a type of rail with a three quarter inch step proud of the road surface was found to constitute a public nuisance - although apparently a similar installation did not create a nuisance in Birkenhead.
