The unit is often abbreviated K, although this conflicts with the symbol for the kelvin.

KIP: Successful Upgrading with Local Commitment
Since KIP lacked a proper routine maintenance program, soon after the upgrading was accomplished, new problems appeared, such as the disintegration of roads, solid waste filling the drainage channels, and the clogging of drainage ditches which exacerbated more problems.
This was one of the cornerstones of KIP.
KIP units were established then by the local governments in all the cities where the central government said it would provide funding, so it became a mix of local government and central government funding.

The most positive impact of KIP was the upgrade in the quality of life of kampung residents given by improved footpaths, lighting, education and health facilities, living spacc and reduction of housing density.
KIP did not encourage an influx of higher-income groups (that is, "gentrification") into the kampungs, as had originally been feared.
Although KIP did not attempt to influence land and housing tenure directly, the expectation was that it would increase ownership; as community security increased, more people would be motivated to clarify and improve the status of the land they occupied.

Comparing the upgrading efforts in Indonesia with the upgrading program in Ghana, it seems that the fundamental thing in Indonesia was the built-in capacity of the so called KIP unit, that was doing a lot of things in-house, that knew what it was doing and did them without much complication.
It has been able to become more competent because of the contract staff in the ministry, the local government support unit, which is the central agency driving all the Bank projects and other donors projects involving the assemblies.
The KIP program in Indonesia was very successful because it had a simple, locally grown and pragmatic approach to bringing basic services quickly to a huge number of people.
