War Crimes > KISELJAK - HERCEG BOSNA :: Croats of Bosnia and Herzegovina ::
Although the Kiseljak district area is near Sarajevo (which has fallen the victim of the fiercest aggression since April 1992), it has been spared any military conflicts.
Since it was an 'oasis of peace' in the boiling Bosnia-Herzegovina, it served as a maintenance and transit centre of the civilian residents of Sarajevo.
On April 18th 1993, the first shell was fired on the town of Kiseljak (the district centre) and killed one person.

The Details Behind Petkovic’s ICTY Testimony   (Site not responding. Last check: 2007-10-19)
He reached nearby Kiseljak sometime between October 15 and 18, 1993, as former members of the local HVO recall, and he was escorted by the military police from Republika Srpska who had enabled his passage through territory under Serb control.
From this it is not difficult to conclude that he used the same lie to convince the trial chamber in the legal proceedings against Tihomir Blaskic, who based on this testimony drew the conclusion concerning his exclusive command responsibility for all of the events which occurred in the Lasvanska Valley in 1993.
Due to the breakdown in communications between Vitez and Kiseljak, Blaskic himself asked in May 1993 that the Croat troops in that portion of the Lasvanska Valley formally be removed from his command and also that direct command instance of the General Staff.

The two principal objectives of the Muslim probing attacks launched from the villages of Merdani, Lasva, and Dusina in January, 1993, were the village of Kacuni on the important Busovaca-Kiseljak road and the town of Busovaca itself.
The intent of the ABiH attackers was to seize Kacuni and thus sever the connection between Kiseljak and the rest of the Croat enclave in central Bosnia.
The ABiH offensive operation in central Bosnia began on January 19 with the establishment of a checkpoint at Kacuni on the Busovaca-Kiseljak road by elements of the ABiH III Corps.

Returning to the example of Kiseljak, the municipal crisis staff decided on 25 June that the "Executive Committee of the Municipal Assembly of Kiseljak shall now be called the Croatian Defence Council (HVO) of Kiseljak".
By accepting his responsibilities as HVO commander for the defence of Kiseljak, but especially as HVO commander for the Central Bosnian Operative Zone, and then exercising these commands, General Blaskic was perfectly aware that the scope of his activity was not and could not be a strictly military one.
