Kista Borough Council in Stockholm is building the Sweden's first e-parliament with the help of Teamware Group.
Kista Borough Council has for a long time been at the forefront when it comes to innovative IT solutions to increase empowerment among its residents.
Kista e-Parliament project is being run by a team from Kista Borough Council and the University of Örebro in cooperation with local businesses, educational organizations, those living and working in the Kista district as well as international and national partners.

When Kista, a borough of Stockholm, began its portion of the European Commission's CyberVote pilot project last year, it chose senior citizens -- men and women between 60 and 80 -- as the target group.
In Kista the object was to test the prototype on those seniors who in many cases have little or no experience with computers and communications technologies.
Technically the Kista trial was implemented with a version of the CyberVote application software system that was more complete than the system that was used in the former trials in Issy and in Bremen.

The project is started by Kista borough (Stockholm) which also acts as a coordinator for a partnership built with municipalities, universities, organisations and companies.

The main concept of the portal is a dynamic, demand driven approach resulting in the focus of portal - editors and a decision council with input from: user panel and statistic analysis, political desicions and research on new applications.
The City of Stockholm appointed in 1996 as Kista Borough Manager, the first non-ethnic Swede to hold an appointed office at that level within the City administration.
This gave the Borough unique possibilities to exploit well thought out integration concepts within the new Borough organization and in a city district with extremely high under-employment among its 28,000 residents and in a city district which is host to some of Scandinavia's most high tech companies with about 28,000 employees.

Spring brought a lot more "overtime" work in the Kista Borough for Gail - a final push to get the new Borough's IT systems in place.
Stockholm City Hall changed regimes to a 4 party non-socialist coalition, but the Social Democrats hung on to the national "power" in a 3 party coalition after their worst election results in over 40 years.
Gail started his 55-minute commute to Kista, and managed to get permission for telecommuting one day per week.

The goal was to develop intelligent, on-screen characters, or 'avatars', that can talk to citizens and react to their responses in everyday language.
The consortium comprises the London Borough of Lewisham, City of Edinburgh Council, Kista Borough in Stockholm, Ventspils City Council in Latvia, and IT supplier Fujitsu, with Microsoft as an associated partner.
