Baalam portrayed the Kittim as afflictiing both Asshur and Eber, as Jeremiah alludes to Judah being an "ally", seeking out the approval of her Assyrian overlord, we have here I believe, the historical situation that Balaam appears to be alluding to.  Asshur is Assyria and Eber is Judah, Asshur's "ally" and vassal.
Rations for the Kittim were found inscribed on pottery fragments (called ostraca) at Tell Arad, a Judaean fortress in the Negeb, and dated to the late 7th or early 6th century BCE.
I have argued that "Balaam's Kittim Oracle" appears to be relating to events occurring in the course of the 7th and 6th centuries BCE (640-587 BCE).

In its narrower sense Kittim appears simply to have stood for the island of Cyprus--it is mentioned between Bashan (= Pal) and the isles of Elisha in Ezek 27:6,7, and with this Isa 23:1,12 agree, Kittim occurring in these passages between Tarshish, Tyre and Sidon.
The oldest etymology is apparently that of Josephus, who connects Kittim with the well-known old Cypriote city Kition (Citium) (Ant., I, vi, 1), testifying to the settling of the Kittim on the island.
In Jer 2:10 and Ezek 27:6 the isles of Kittim are expressly spoken of, and this confirms the statement of Josephus concerning the extended meaning of the name.

Kittim experienced many reinterpretations during the late antique, as designating anything from from Cyprus and Greek till Rome.
Kittim could thus be either Kizzuwadna/Qode, or something else on the Anatolian coast.
So let please the argument about Kittim to be what it is, an unidentified location with many favorits, not peculiarly relevant to our subject.

Kittim (Kaf-tav-yod-mem) show up in Genesis 10:4 as descendents of Yavan (=Greece)and in Numbers 24:24 where they are at the end of Balaam's prophecy, the one in which he says he will explain the "end of days" (Numbers 24:14).
Thus, as this is the last of the "peoples" mentioned, the fact that they are on the scene means that the Messiah could plausibly appear.
Once the Romans took over, they had to be the Kittim, the last of the peoples, hence Onqelos and the other Targums (as well as the Vulgate!) read Italians or Romans.
