She has been the member of Parliament for Burnley since the 2005 general election and is a member of the Labour Party.
Ms Ussher was selected as the Labour Party candidate for Burnley from a women-only shortlist.
She was educated at Balliol College, Oxford, where she read Philosophy, Politics, and Economics, and Birkbeck College, London, where she took a Master's in Economics.

BURNLEY MP Kitty Ussher has become the first MP from the town in 40 years to get a foot on the ministerial ladder.
Although not a minister herself, the new role means she is now formally part of the government and has reached the first step to a ministerial post.
In achieving the promotion, Mrs Ussher has now become the first Burnley MP to be part of the government since Dan Jones MP in the 1960s.

I spoke to Kitty Ussher's researcher recently and told him that with so much support I now want an amendment to this effect to be included in the Road Safety Bill, currently going through Parliament.
I have put my case to Mrs Ussher and, like Peter, she is 100% behind my action and will do all she can to help, including the raising of an Early Day Motion in the near future.

Gordon Birtwistle has accused MP Kitty Ussher of not doing enough to stop blue emergencies being sent to Royal Blackburn Hospital instead of Burnley General after the joint overview and scrutiny committee for the area's councils decided not to call in health bosses' proposals to an independent panel.
However, Mrs Ussher hit back saying she did all she could to fight the plans.

MPs of all stripes have called for an inquiry into the collapse of the company and a slanging match has broken out between Burnley's MP Kitty Ussher and Lib Dem councillor Gordon Birtwistle over the loss of jobs in the local area.
Birtwistle called on Ussher to involve Government leaders to help stem the flow of jobs from the area, calling her a lame duck MP and warning that the UK is at risk of becoming a purely service-based economy, the Burnley Express reports.
Ussher, meanwhile, has obliquely accused him of sour grapes: "It must be frustrating for Gordon to have been rejected as the town's MP at three separate general elections but I can assure him things are in safe hands," she told reporters.
