Count Kiyoura Keigo (清浦 奎吾 Kiyoura Keigo; February 14, 1850–November 5, 1942) was a Japanese politician and the 23rd Prime Minister of Japan from January 7, 1924 to June 11, 1924.
However, Kiyoura declined the post in protest of the ongoing Siemens case, and Okuma Shigenobu was chosen to become prime minister.
Kiyoura received a second imperial order in 1924 and formed a cabinet, becoming Prime Minister of Japan.
