During the first phase of their formation (1995), the institutions of county governments being under direct subordination of the government, took over the functions of local self-government institutions, which were not ascribed to local authorities by the new Law on Local Self-Government, and other laws.
The establishment of the counties enables to restructure the system of state government institutions in Lithuania by separating the policy-making institutions from those of policy-executing, and thus creates prerequisite conditions to decentralize the state power at higher administrative levels - the counties - in future.
After comparing the functions of local self-government institutions in Lithuania with the functions of local authorities of foreign countries similar to Lithuania, it could be stated that the main difference lies in the competence of self-government institutions, related to their right to land ownership.
