This area was in Knox County at the time Morgan was born, but was taken from Knox to form the new County of Whitley in 1818.
This is not entirely accurate, as the county was not formed until he was 14 years old, but his parents home was taken into that new county, and he did indeed live in Whitley County, first on Patterson Creek and later on Meadow Creek, for the next ten years, until he married.

According to a clerk in the Knox County Clerk's office, the wording of the deed implies that this Walter Walker was not present in Knox County at the time of writing and the wording indicates the deed was to be "transported" to Walter Walker in Wythe County, VA.
This birth span fits with "Perry County" John Walker; however, the census reveals four children under the age of 10...far more than could reasonably be expected to be born between the 1818 marriage date of John Walker and Polly Devers, and the census date.
This tends to reinforce the thought that "Perry County" John Walker was the John Walker shown in Clay County between 1818 and 1822.

In 1806 Clay County was formed from Madison, Knox and Floyd; in 1810 Rockcastle from Lincoln, Pulaski, Madison and Knox; in 1818 Whitley from Knox; in 1819 Harlan from Knox; in 1825 Laurel from Whitley, Rockcastle, Clay and Knox; in 1867 Josh Bell from Harlan and Knox.
Knox County was apportioned that part between Cumberland Gap and the Sixty-one Mile Tree, and was to receive one-half of the toll, the remainder to be divided between Lincoln and Madison Counties in proportion to their respective road mileage.
Knox County Court, August Term 1855: The amount of toll taken in at the toll gate in Knox County for the quarter ending 22nd August 1855 was $277.20; on the State Road $213.50; on the Goose Creek Road $63.70.
