		When the voters of Knox County were presented with a ballot in 1994 imposing term limits upon individuals holding an “elected office of Knox County government,” it was reasonable for those voters to assume that term limits would apply to all of the elected office holders in the Knox County government, not part of it.
		Similarly, when the voters of Knox County voted for the offices of Trustee, Register and County Clerk in 1990, 1994, 1998 and 2002, and for the office of Assessor in 1992, 1996, 2000 and 2004, it was reasonable for those voters to assume that those offices existed.
		As the residents of Knox County have obtained marriage licenses from the County Clerk, registered their deeds with the Register, and paid their taxes to the Trustee, based upon the appraisals of the Assessor, it has been reasonable for those residents to assume that those offices existed as part of their government.

		Knox County (F-12) is in the Rolling Plains region of northwest central Texas, bordered on the north by Foard County, on the east by Baylor County, on the south by Haskell County, and on the west by King County.
		In February 1858 the Texas legislature formed Knox County from lands formerly assigned to Young and Bexar counties; because the area remained unsettled, it was again decreed a county in 1876 and attached to Baylor County in 1879 for administrative purposes.
		The county was organized in 1886, with the town of Benjamin, founded by Hillary Bedford in 1884 and named for his oldest son, as county seat.

		We are pleased that Knox County has agreed with the Department of Justice to take steps to assure that such delays do not recur, barring another unexpected surge in turnout in a future election.
		The County has plans to increase its stock of voting machines from 112 to 160, and has agreed that a sufficient number of machines shall be held in reserve to accommodate increases in voter turnout as occurred among the Kenyon students, and that predictably may occur elsewhere in the County in the future.
		Again, we acknowledge that such suspicion arose from activities outside Knox County, and stands in sharp contrast to the joint efforts of the County and the Democratic and Republican leadership in the County to reassure voters and to run the election in a non-partisan manner.
