Currently, a major constraint affecting development in the Casamance region is its armed separatist struggle that has lead to a sharp decline in the economic and social well being of the population.
Military authorities in the Casamance region made an effort during 2002 to reduce the number of human rights abuses committed by security forces under their command, and human rights NGOs confirmed that there were significantly fewer complaints of arbitrary arrests, lengthy detention, and abuse during detention; however, there were no statistics available at year's end.

Many guests from the region attended the public declaration: NGOs, government partners, women's groups from Ziguinchor and other neighboring villages, delegations from the Region of Kolda and from the Gambia.
The Representative of the Governor of the Region of Senegal, the Representative of Unicef, the President of the Rotary Millenium Club of Dakar and a Representative from Inglemoor High School who traveled from Seattle, Washington (one of the Adopt-a-Village sponsors), all congratulated the 118 villages on their historic and courageous decision.

The Ziguinchor regional hospital is the best-equipped institution in the mine-affected area; however, it reportedly lacks resources to adequately treat mine casualties.
The two regional hospitals of Ziguinchor and Kolda lack mobile units and ambulances, limiting first aid interventions to the scene of the incident; however, both regional capitals have an airport to facilitate emergency evacuations to Dakar.
In Kolda, a new regional hospital center was inaugurated in May 2002 with facilities for prosthetics and rehabilitation.

The Kolda region, although not yet as important a producer as Ziguinchor, is steadily increasing its output.

Representatives of villages from the rural community of Mampatim in the region of Kolda met on February 25, 2001 to discuss the abandonment of Female Genital Cutting.
Tostan also opened 90 new classes in the region during the month of December 2000 for the Village Empowerment Program with funding from GTZ and the Population Council.Fifteen of those villages are located in the rural community of Mampatim.
The Kolda region has the highest rate for maternal mortality in Senegal,thus this declaration will contribute to the promotion of girls and women's health in the region.

It contains two administrative zones: Ziguinchor in the western region, and Kolda in the east – the region’s population is estimated at 1.5 million.
Demining is critical to the rehabilitation of the region and needs to be enunciated as a key UN priority.
