 Konduz offers to surrender
KONDUZ, Afghanistan (CNN) -- Taliban leaders in Konduz have agreed to surrender control of the besieged city in northern Afghanistan to the United Nations, tribal elders said Sunday.
The move came as U.S. airstrikes continued to bombard Taliban positions around the city and follow a meeting in Konduz between the six elders, the Taliban commander of Afghanistan's northern zone, Mullah Dadullah, and the pro-Taliban Konduz governor Haji Omar Khan.
The Konduz mayor had expressed his concern over civilian casualties, asking the Northern Alliance not to launch a full-scale offensive on the city but to try to persuade more Taliban to defect.

Although Konduz has been largely peaceful since the Taliban regime was forced from power in late 2001, the area remains one of the prime drug-producing regions in Afghanistan, the world's largest opium producer.

Local authorities of northern Afghanistan's Konduz Province have issued a decree banning the distribution and showing of videotapes, Voice of the Islamic Republic of Iran reported on 19 February.
It is not clear if the decree by Konduz Province authorities is based on the 21 January Supreme Court ruling or was decided locally.

ISLAMABAD, 23 Nov 2001 (IRIN) - Events in Afghanistan's northern Konduz Province, where Taliban forces are surrounded by the Northern Alliance, are being watched closely in Pakistan, where there is concern that a massacre of its nationals fighting alongside Taliban forces could trigger a reciprocal wave of violence in the country.
In a press conference in the capital, Islamabad, on Thursday, he called on the warring factions to respect international laws, so that the task of national reconciliation was not delayed or complicated.
He added that the issue of the Taliban strongholds in Konduz Province and the southern city of Kandahar, had been discussed with the Pakistan president, Gen Pervez Musharraf.
