Karamanlis was sworn-in as Prime Minister under President pro tempore Phaedon Gizikis who remained in power in the interim, till December 1974, for legal continuity reasons until a new constitution could be enacted during metapolitefsi, and was subsequently replaced by duly elected President Michail Stasinopoulos.
Karamanlis, however, successfully orcestrated the transition from dictatorship to parliamentary democracy in 1974 and he was also widely recognised ford his dedication to the cause of European unification.

Karamanlis, who served as his country's prime minister four times and was twice head of state, ordered a referendum in December 1974 in which 70 percent of the electorate voted for the abolition of the monarchy and the setting up of a presidential repub lic in its stead.
Karamanlis was elected to parliament for the first time in 1935 as an MP for the Peoples Party from the Serres region, and was re-elected in 1936, but after the August 4 dictatorship was imposed he returned to Serres and started practicing law.
Karamanlis resigned as the head of ERE after the party failed to carry the November 1963 elections, and a month later went into self-exile in Paris, where he remained for 11 years, during which time he was not actively involved in politics.
