 Martial Arts Planet - When can I learn koppojutsu techniques?
Johniemi, in my experience, what you are referring to is called "koshijutsu" - the attacking of nerve centers, kyusho (vital points) and muscle attacks/tears.
"Koppojutsu" is at its most basic level striking, and specifically bone-breaking.
In Bujinkan Budo Taijutsu as Hatsumi Sensei teaches it, koshijutsu and the attacking of kyusho are taught from the beginning in most dojos, and this training is explored and refined extensively as the years go by.

Koto Ryu- A school of Koppojutsu[?] (Bone striking).
The art was brought to Japan from Korea by Chan Buso in the 16th century, but it wasn't until two generations later that it formally became became Koto Ryu Koppojutsu; Sakagami Taro Kunishige, the man responsible for organising it.
As with most other koryu, the densho (scrolls) are arranged in a particular order, and each Waza (Technique), Kata (Forms), etc are supposed to be learnt in the same order, mastering one before going on to the next one.

Koppojutsu is also something that has a much deeper meaning.
My teacher is Shidoshi Juan Hernandez down in Coral Springs Florida and when he touched on koppojutsu it was a combination of the actual breaking or bones and how to manipulate through taijitsu the structure of man, the way the body is build and what it can and can't do.
He showed either a motogyaku (yes, yes horrible spelling lol) but as an extra would say "now this is koppojutsu" and show the alignment of the bones in the forearm, to show structure control and where to align to break.
