	MTR 37, Twinning the BQE's Kosciusko Bridge
		NY Newsday reported this week that the NY State Dept. of Transportation is eyeing construction of a new $100 million bridge alongside the Brooklyn-Queens Kosciusko Bridge, where the Brooklyn-Queens Expressway (I-278) crosses Newtown Creek.
		While the article focused primarily on the new bridge's role relieving congestion during reconstruction of that portion of the BQE, scheduled to start in 2000, the bridge would clearly remain long after the road work is done.
		The New York Metropolitan Transportation Council Transportation Improvement Program lists the Kosciusko project as a rehabilitation, and says it is therefore exempt from air pollution considerations, but the new bridge would clearly represent a major addition of capacity on I-278.
