The Kosova Liberation Army (KLA) said last week that it had suspended the October 8 cease-fire, in response to the "attack by Serb police and the army," launched on the rebels' positions in northern Kosova.
They say that key players in the Kosova conflict are all still confident that they know best, that others are at a larger disadvantage and that the international community in the end will force their opponents to yield more ground.
Kosova is a province of Serbia, the more important of the two republics in the Yugoslav federation, but ethnic Albanians compose nine-tenths of the population and almost uniformly favor independence.

 Serb Proposals for Partitioning Kosova
The idea of partitioning Kosova has been elaborated upon by the another Serb academic, Branimir Krstic (note 1), who proposed a division between Serbs and Albanians such that Serbs would take some 30 to 40% of the territory.
He suggested the partition of Kosova in order to cut the knot of Kosova which was becoming a very heavy burden for Belgrade in the post-Dayton period.
In fact, the idea of making cantons in Kosova would eventually lead to partition, but unlike the earlier partition proposals relying on the "fire and iron" method of ethnic cleansing, this would be a slightly longer process.

The UCK maintains that Kosova cannot remain in the same state as Serbia after Yugoslav President Slobodan Milosevic's violent crackdown in the province this year.
Like neighboring Latvia, Estonia has a sizable ethnic Russian and Russian- speaking community and has been under pressure from both Moscow and the West to pass amendments making it easier for members of that community to become citizens.
As was the case in Latvia (where the final version of the amendments makes a similar provision for stateless children who were born after 21 August 1991, when the country regained independence), nationalist-inclined politicians opposed the bill on the grounds that such children would not be required to prove proficiency in the state language.

Jan Ristarp participated in a series of seminars on Libraries and Democracy arranged by SAB (Swedish Library Association), Sweden, November 1999 (with Alex Byrne) and February-May 2000.
The findings and suggestions of the Kosova Library Mission has been published in a report (IFLA/FAIFE Report 1, 2000) delivered to both Unesco and Council of Europe.
