The Kosovo Campaign Medal is a military decoration of the United States armed forces which was established by Presidential Order of William J. Clinton on May 3, 2000.
Known as the Kosovo Air Campaign and the Kosovo Defense Campaign, these two campaigns began in June 1999 and are active until a date to be determined.
In addition to the Kosovo Campaign Medal, United States military members are also authorized to receive the NATO Medal for peacekeeping services rendered in Kosovo.

 NATO Medal - Wikipedia, the free encyclopedia
The NATO Medal for Kosovo service was created in October 1998 and was awarded to any service or civilian member who participated in NATO sponsored campaigns as a member of a NATO peacekeeping force to the Serbian Province of Kosovo.
The NATO Meritorious Serice Medal consists of a blue background with silver and white stripes on the outer most portion of the ribbon, and the medallion color is changed from bronze in appearance to a silver medallion for this medal only.
All medals except the Macedonian NATO Medal have corresponding campaign clasps, however some militaries (such as the United States) prohibit the wearing of the medal with a clasp and instead authorize service stars.

The Defense Department announced the Afghanistan Campaign Medal and Iraq Campaign Medal for military members who directly support Operation Enduring Freedom between Oct. 24, 2001, and a date to be determined in the future or Operation Iraqi Freedom between March 19, 2003, and some future date.
The new campaign medals were established by presidential order for servicemembers who have been assigned, attached or mobilized to units operating in these areas, officials said.
Servicemembers also qualify for the medals if they have been engaged in combat during an armed engagement, regardless of the time spent in the area of eligibility, or were wounded or injured and required medical evacuation from the area of eligibility while participating in an operation or on official duties.

The Afghanistan Campaign Medal may be awarded to members of the Uniformed Services of the United States who serve or who have served in Afghanistan (or its contiguous air space) in support of Operation Enduring Freedom from September 11, 2001 to a date to be announced or upon the cessation of Operation Enduring Freedom.

Clark's buddy in Kosovo was Hashim Thaci, the leader of the Kosovo Liberation Army, which, according to the Belfast News Letter (Northern Ireland) of July 30, is engaged in sex slavery, prostitution, murder, kidnapping and drugs.
While the questionable effectiveness of the air campaign was not solely his responsibility, his acquiescence to the strategy and his cover-up of the results detailed in the Newsweek story "Kosovo Cover Up" (May 15, 2000) are testimony to his dedication to power and career.

Under rules for the medal established by the Pentagon, only those who served in and around the Balkans are eligible for the decoration.
With Clark directing the 78-day air campaign mostly from his headquarters in Mons, Belgium, he and his staff — not to mention thousands of troops supporting the effort from bases throughout Europe and the United States — were left ineligible.
