KOSRAE, Federated States of Micronesia (Marianas Variety, Dec. 23) — For 10 years, the people of Kosrae have enjoyed among lowest electricity rates and most reliable power supply in the Pacific region.
But that could end as the island state faces the loss of a $470,000 subsidy from the United States that expired with the recent approval of "Compact II" with the U.S. According to the annual report, KUA the subsidy represented about 25 percent of the utility’s operating revenues in 2003.
Fuel costs for KUA, as for the state as a whole, were the bulk of its costs for total operating expenses, accounting for 42 percent of expenditures.
