		The Chennai Metropolitan Development Authority today floated tenders for “pre-qualification and empanelment of principal contractor” for the state-of-the-art secretariat, to be built at Kotturpuram on the lines of the Vidhana Soudha in Bangalore.
		The secretariat is to be completed as a fast-track project in 18 months as Jayalalithaa has about two years left of her present tenure.

		It contended that if a builder or a contractor was affected by any of the provisions of the impugned draft notification, he should have projected his grievance as to how he was affected and then claim relief in the writ petition.
