 Buddhist Deities: Bodhisattvas of Compassion
In India, Ksitigarbha, although known very early to the Mahayana sects (since the fourth century), does not appear to have enjoyed popular favour, and none of his representations can be found, either there or in South-East Asia.
Ksitigarbha, moved by compassion, is said - like all Bodhisattvas - to have made the wish to renounce the status of Buddha until the advent of Maitreya, in order to help the beings of the destinies of rebirth.
In hell, his mission is to lighten the burdens caused by previous evil actions, to secure from the judges of hell an alleviation of the fate of the condemned, and to console them.

Ksitigarbha is the bodhisattva who saves suffering beings in the Hell, therefore, is often referred to as the Bodhisattva of the Hell beings because of his vow to not achieve Buddhahood until "all the Hells are empty".
According to the "Earth Womb Sutra", Ksitigarbha was appointed by Shakyamuni to be the headmaster of Buddhism on Earth during the period from the Nirvana of Shakyamuni to the advent of Maitreya, the next Buddha born on Earth.
Ksitigarbha is especially popular in Japan as the savior of the souls of dead children, particularly aborted ones.

Ksitigarbha Bodhisattva was different from other bodhisattvas in that he was never an enlightened buddha in any of his previous incarnations.

 Ksitigarbha Bodhisattva
Ksitigarbha (Di Zang in Chinese; Sai Nyingpo in Tibetan; Jizo in Japanese) Bodhisattva's name means the "essence of Earth." He vows to enter nirvana only when Hell is empty of sinners' souls.

You are right of course about the suffering and there are times of great rewards as well but it is not wise to consider anything in the way of rewards or even results, negative or positive, it is far better to put all of that entirely out of your mind.
With his simple monk's attire, Ksitigarbha's always been one of the most approachable bodhisattvas, in Japan his status as the protector of children has led Jizo to tend to take on more childlike (and cuter!) features in modern times.

If such grown up persons can continue to pay respect to the Ksitigarbha Bodhisattva’s images continuously, chanting his name for innumerable times for twenty-one days whole-heartedly, then Ksitigarbha Bodhisattva will appear before them and tell them the exact places were their deceased relatives have been reborn.
If we want to speak about the happiness and benefits which Ksitigarbha Bodhisattva confers upon sentient beings, it will take hundreds of thousands of kalpas and still we would not be able to cover the full account.

The blissful advantage gained by those kings, princes, etc., will be fully as great as all the meritorious virtue gained by donations offered to as many Buddhas as there are grains of sand in one hundred Ganges Rivers.
