But then you also have to understand how the Council of Chiefs operates, they are divided up into three main confederacies and they always try, it's a hidden rule and maybe not so much that it ought to be followed all the time, but they try to circulate the two positions amongst the three confederacies.

And if he decides to give it to the other confederacy of Tovata who Ratu Tevita Mara is from, then of course he'll be a candidate and you'll have people even like Ratu Penaia Ganilau who's also from the Tovata confederacy who can be conceded.

It is not the fourth confederacy we now thinking of we should slice and move another step up to provincial governments vs the central government to supplement the 4 confederacies.
The idea is to have a Ba confederacy voice and vote in the GCC where matters of national importance is concerned.
