Kugelmugel is a micronation located in Vienna, Austria.
In 1984, the artist Edwin Lipburger built a ball-shaped house with a barbed-wire fence around it on a small plot in the Vienna Prater and declared its independence as the Republic of Kugelmugel (the name referring to the shape).
As Kugelmugel came to be quite well-known in the public, it also became a tourist attraction of Vienna.

I think you probably mean The Republic of Kugelmugel.
I don't know if it has so much been "recognized as sovereign" as "patted on the head and allowed to continue" (as a tourist attraction).

A Finnish magazine reports the existence of a Micronation called "KugelMugel," which is located in Vienna, Austria, near a huge amusement park.
On the site there is a house shaped in a perfect sphere ("Kugel" is "sphere" in German), and that is where the leader of KugelMugel lives.
Apparently organized by Werner Heise of München, Bavaria, Laputa claims to be located on the (apparently imaginary) North Pacific island of that name 'discovered' by Lemuel Gulliver in the novel Gulliver's Travels.
