 Against libertarianism (by L. Proyect)
V.V. Kuibyshev, another high-level planner and one of Stalin's proteges, confessed in a letter to his wife how he had finessed the industrial plan he had developing.
Eventually Kuibyshev swallowed any doubts he may have had and began cooking the books in such a way as to make the five-year plan, risky as it was, totally unrealizable.
Kuibyshev had recklessly predicted that costs would go down, meanwhile they went up: although the plan allocated 22 billion rubles for industry, transportation and building, the Soviets spent 41.6 billion.

It was in 1953 that the family settled in the town of Togliatti, Kuibyshev (the Soviet name of Samara) Oblast, where Konstantin Titov’s father had been appointed to the position of department chief at Kuibyshevhydrostroy, the region’s public water power station construction company.
Later on he was appointed chief engineer of the department of industry and construction of the Kubyshev Soviet of National Economy and the family moved to the city of Kuibyshev.
Being yet a student, Konstantin Titov started his working record at Kuibyshev aircraft building factory, where he worked as miller under an industry and higher education linkage program and continued working as flight engineer after graduating from the institute till 1970.

One would have thought that the extremely flagrant mistakes that Ignatov made when he was an enemy of Postyshev [first secretary of the Kuibyshev obkom of the VKP(b) from 1937 to early 1938; removed in January 1938, expelled from the party in February and executed a year later] taught him something.
I must assure the TsK that the slanderers "have not been found" in Kuibyshev Oblast and almost none of the NKVD functionaries have been held accountable for their extremely flagrant perversions.
The reason for this is to be sought in the fear of the Kuibyshev leaders over their mistakes.

He does not consider that his behavior (his attacks on Molotov and Kuibyshev) objectively leads to the rift of our ruling group, creating a danger of its destruction.” To preserve the single Party line, a mechanism for resolving disputes among Politburo members was required.

There were no private inventories of grain stocks kept for Stalin and his immediate entourage, separate from those regularly assembled by the normal state agencies; the figures in the top-secret files of Sovnarkom, of Kuibyshev's secretariat and in the special files(osobye papki) of the Politburo all coincide.
