Kulob (Kulyab), the third-largest city in southwestern Tajikistan, lies in the mountains north of the Amu Dar'ya River.
The city is situated in the Yaksu River valley, in the piedmont zone of the Khazaratish range, 200 kilometers southeast of Tajikistan's capital Dushanbe.
The Kulob region was the hardest hit during the civil war in Tajikistan (1992–1997).

Late in November, the country’s Supreme Council met in Khujand, the capital of Leninobod Province (Dushanbe was deemed too dangerous), and chose Emomali Rahmonov, a former state farm director and the current head of Kulob Province, (2) as chairman.
And Kulob itself, which supplied the bulk of the forces that put Rahmonov into power in the first place, remains mired in desperate poverty while a select few from the region enjoy tremendous wealth and power.

Kulob, 1 November: As at 1 November, 116 HIV-infected people have been officially registered in Khatlon Region [in the south of Tajikistan].
Of them, 89 are residents of the Kulob group of districts, the director of the Kulob regional centre No 2 on prevention of HIV/AIDS, Abdullo Shermatov, has told Asia-Plus.
According to him, Kulob residents have strongly maintained the sad leadership in the region for some years now.

Kulyab [Kulob], a large airfield capable of handling all types of aircraft, was expanded by the Soviet Union to support operations in Afghanistan in the 1980s.
The initial evaluation was intended to be a prelude to a Tajik decision on the types of missions that the United States would be allowed to conduct from Khujand [in north Tajikistan], Kulyab / Kulob [about 50 miles southeast of Dushanbe], and Kurgan-Tyube / Qurghonteppa [in southern Tajikistan].
The evaluation apparently did not include Dushanbe, or the Tajik base near the town of Parkhar [about 100 kilometers from the Afghan border], which had previously figured in news speculation about possible US operations.

On October 5, 2004, an opening ceremony was held for a new landfill for solid waste in Kulob, a city in Khatlon oblast, Tajikistan.
The landfill was constructed as a result of the implementation of an AED alumnus' action plan with the help of the Urban Institute and Hukumat of Kulob city.

Kulob, 30 November: Independent radio Mavj-i Tojik (Tajik wave) which broadcasts in Kulob districts of Khatlon Region has expanded its audience, the director of the radio station, Saidumar Bozorov, told Avesta.
When the station started its broadcasts in 2002, it had just a few programmes and limited airtime because it used a 10 W transmitter which it leased from TV-Kulob, he said.
The technical and creative units are staffed with young students who study Tajik language and literature at Kulob State University.

Chief veterinary inspector Asylbek Kozhmuratov said Thursday [29 Jul 2004] that veterinary authorities were planning to vaccinate all cattle in 4 southern and eastern provinces against anthrax due to reported outbreaks of the disease in Tajikistan and Mongolia.
"No [new] cases of anthrax were registered in Kulob District [southern Tajikistan] over the past week," Navruz Jafarov, deputy chief of the national centre of public health inspectors of Tajikistan, told Avesta on 30 Jul 2004.
Moreover, 16 more people who have had contacts with meat infected with anthrax are in a group [considered at risk for anthrax].

I have recently been looking at possibilities for supporting the irrigation infrastructure in the Kulob area, as a means of helping people to get off the food distributions.
But most of the larger systems are owned by the government organisations which control the price of water to 0.3 diram/m3 (1350 m3/£), and they will not agree to charge more.
This fortnight has reinforced my view that, if I were to return to Kulob for a longer term, I would want to live out in a flat, rather than in the Mission East base, and to have much more contact with the local community.
