Belau's new president, Kuniwo Nakamura, is planning to hold a new referendum on the Compact of Free Association with the United States on 9 July.
Nakamura has already held several rounds of talks with officials from the US State Department on modifications to the proposed compact.
In a letter to Nakamura in early May, the Clinton administration, through the US Secretary of State Warren Christopher, gave the assurance that the US will limit its military use; Belauan territory would only be used for military purposes during periods of crisis or hostilities.
