		After finally voting in favour of the compact, Belau became "independent" on 1 October 1994.
		Kuniwo Nakamura, a former teacher elected president in November 1992, steered the country to independence.
		Under the agreement, the US is to pay Belau compensation over 15 years for military and political control rights for 50 years.

		Belau's new president, Kuniwo Nakamura, is planning to hold a new referendum on the Compact of Free Association with the United States on 9 July.
		Nakamura has already held several rounds of talks with officials from the US State Department on modifications to the proposed compact.
		In a letter to Nakamura in early May, the Clinton administration, through the US Secretary of State Warren Christopher, gave the assurance that the US will limit its military use; Belauan territory would only be used for military purposes during periods of crisis or hostilities.
