The Kyoto Second Outer Loop Highway is 15.7km long and reaches from Kyoto City, Nishikyo-ku, Oe Kutsukake-cho to Kyoto Prefecture, Kuse-gun, Kumiyama-cho, Mori, and it is comprised of limited access sections for the exclusive use of automobiles and normal highway sections (partial sections).
Connecting with the other National Highways functioning as arterial highways radiating outward from the Kyoto area, like National Highway Route 1 and Route 9, etc., and carrying a share of their traffic load, this highway was designed to improve the vitalization of the Kyoto metropolitan zone and increase that area's metropolitan capabilities.
