In the town of Toyokoro, Hokkaido police are searching for two men who are unaccounted for having left their cars at the mouth of a river, with the possibility they may have been washed into the river.
A tsunami of 1.3 meters struck the coast of Urakawa on Hokkaido's southern shoreline at 6:24 a.m.
Kushiro airport was shut down because the ceiling of the control tower was damaged, but there was no harm done to the runway, the transport ministry said.

Authorities have decided to erect barriers called tsunami screens along the waterfront of Kushiro Port, Hokkaido, with the aim of preventing ships from being swept into the city of Kushiro by a tsunami.
Kushiro Port will become the first port in Japan to have barriers of this kind erected.
In 2004, the Diet passed a special law that designates Kushiro and 129 municipalities in Hokkaido and four prefectures in the Tohoku region as areas requiring urgent action to prevent damage from earthquakes and tsunami originating in the Japan and Kuril trenches.

The 5th Meeting of the Conference of the Contracting Parties to the Convention on Wetlands of International Importance especially as Waterfowl Habitat (Ramsar, 1971) was hosted by Japan and held in Kushiro (Hokkaido) from 9 to 16 June 1993, in accordance with the provisions of Article 6 of the Convention.
Kushiro Marsh was a Wetland of International Importance adjacent to Kushiro City.
He noted the importance of the Ramsar Convention as a tool for international cooperation on wetland conservation and wise use and underlined the importance of the Kushiro Conference as the first Meeting of the Conference of the Contracting Parties to be held in the Asian Region.
