Iwate Prefecture - Wikipedia, the free encyclopedia
It was not until the end of the eighth century that the Nara authorities had penetrated deeply into Iwate, with Fort Shiwa, to the north of present day Morioka, constructed in 803.
Iwate faces the Pacific Ocean to the east, and borders Aomori Prefecture on the north, Akita Prefecture on the west, and Miyagi Prefecture on the south.
Iwate's industry is concentrated around Morioka and specializes in semconductor and communication manufacturing.

The Japanese town of Kuzumaki in Iwate Prefecture, population 8,664, now meets nearly 80 percent of its energy needs with wind power, cattle urine and manure.
The Clean Power Kuzumaki Wind-Generated Power Station began operating in December 2003; the $43 million facility has 12 wind turbines, each bearing three 98-foot blades and is managed by the Tokyo-based Electric Power Development Co. The plant's annual power output is sufficient for 16,000 households.
In 2002, Japan had 576 wind turbines; nearly 70 percent were in Hokkaido and the Tohoku region, including Iwate Prefecture with a combined generating capacity of 460 megawatts, roughly 40 percent that of a nuclear power plant.

Fuel Cell Today - Small Japanese town 80% self-sufficient in energy   (Site not responding. Last check: 2007-11-06)
KUZUMAKI, Japan, Sep 01, 2004 (Kyodo via COMTEX) -- The town of Kuzumaki in Iwate Prefecture, with a population of 8,664, is about 80 percent self-sufficient in energy by gaining it from wind power and cattle urine and manure.
Since it declared its resolve in 1999 to actively press ahead with the introduction of new energy resources, the town in the northern part of the northeastern Japan prefecture has brought in windmills and utilized the bodily waste of the many cattle in the area to produce electricity.
Kuzumaki also has a "biogas system" in which the urine and manure of cows is fermented to extract methane gas to generate power.

Winds of Change.NET: New Energy Currents: 2004-09-15
Relying heavily on wind power, the small Japanese town of Kuzumaki has become 80% energy self-sufficient in just 5 years.
Due to higher energy costs in general in Europe or Japan it might be closer to break even, and in the Iwate prefecture case there might be a geographic isolation issue from the normal power grid which makes bringing in power uneconomical.
But from what I've seen here in NM, where a mandatory 5% "green power" regulation was passed by the regulatory commission without reference to economic costs and benefits, this particular set of investments is not being made on a clearly logical basis.
