In the legend surrounding the 3, Kyogre is the Pokemon of the ocean, along with Groudon as the Pokemon of the land, and Rayquaza as the Pokemon of the sky.

He is the third of a trio of legendary Pokémon known by fans as the Trinity, alongside Kyogre and Groudon, and he represents the Pokémon Emerald game, for it is featured on the game's cover art.
As Kyogre's role in the Trinity is to be the Pokemon of the sea, and Groudon's role is the Pokemon of the land, it is safe to assume that Rayquaza is the Pokemon of the sky.

When Surf is powered up with STAB and the free rain dance from Kyogre's ability, it becomes 213.75 in base power, which is gonna deal a lot of damage, even to opponent's with resistance to water types.
Kyogre' Defenses are above average but it's Physical is lower so a Physical Volley or a Grass/Electric Volley should work.

I know it was just a guess but i doubt that it is baby kyogre, cos they don't have legendary baby's if they did this they'd be forced to make baby groundon.
Another idea is that kyogre protects manafi's egg, cos manafi is the true ruler of the sea, not lugia, not kyogre, but Manafi.
Like manafi is a pre-evolved form of kyogre, or the "ruler of the seas" idea.

Kyogre is a lot easier than Groudon to capture just because you can use net balls.
I kept at it and weakened Kyogre without using crippling moves like sleep/paralysis and it took me 29 ultra balls to finally catch him.
The other thing you could do is send shedinja out just for a really long stall war so kyogre runs out of pp and uses struggle killing shedinja and then use breloom if you're afraid of icebeam...

Attributes: Kyogre is a Basic Pokémon, making it so you can just drop it into play on a whim, so long as you have room on your bench.
Weakness to Lightning is a problem, as Zapdos and Electrode are both very popular cards right now, and both would OHKO Kyogre without any great difficulty.
A retreat of 2 is fair, but I still wouldn't pay it unless I had to.

however in the uber metagame, you will be swiftly met with Kyogre so I would hold off on that.
Thunderbolt can reasonably hold off waters if you don't have Solarbeam and Thunder can catch Kyogre with PAR on the switch.
With Special Defense, you can even survive a hit or two from Kyogre ;/ Safeguard+Recover owns Blissey, Reflect can make you an annoying tank that wont die from either end of the damage spectrum.
